Assalamualaykum,

I intend to buy a house very soon insha'Allah.

Am I required to pay zakah on the savings I've set aside for the house if I haven't purchased the house before Ramadan?

Yes, if you routinely pay your zakat in Ramadhan. Zakat is paid one (hijri) year after you cross the zakat limit, it doesn't have to be in Ramadhan. It could be any month, based on when you first became eligible for paying Zakat.

All savings must be taken into account for zakat. It purifies your wealth.
