Like Christains worship or take to Jesus, the Brelvi's take to the prophet almost in a similar manner.

So are Brelvi's outside the boundaries of Islam?

Outside? Like not Muslims anymore? I don't know. But they do some weird things which I see as worshipping other than - pretty much a lot of shirk involved too.

hmm....never heard of the term 'brelvi' myself...
