User Privileges to Access Pages

sometimes when i want to reply to a thread i get:

"Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?"

i am not a limited member. why don't i have suffiecient privileges to access a page and how do i get them?
are some pages for muslims only?
