those are the threads that are stuck at the top of each section. They do not slid into the back pages and stay put in the same place. The other threads slowly slid to the back pages when they are not posted on. The sticky threads are always stuck on the first page and can not be moved.

is it a sort of glitch or previlage...
I mean is it a choice of posting member or moderator or it is some sort of problem with the internet and computers...

Only mods, and admins can make or approve of a thread to be made sticky. We use it for general information that is frequently asked. It is much easier to stick up one thread, than having to repeat it every few days.
