It sounds like sheikh Al Bukhari...Or one of the shuyukh with the abdul basit strain. Search up all the qaris who graduated from Al Azhar/Egypt because a lot of them have a similar style.

I remember downloading this ages back from UponSunnah forums. Anyways, according to Google Video, it's supposed to be Qari Syed Sadaqat Ali.
