Sorry to ask you this Question Who can give a fatwah ?if i have an Islamic religious ruling Question to whom shall i go and ask to imam of a masjid ? or to hafizale quran ? or a practising muslim or a mufti ? coz i became confussed i saw many people giving fatwa about some thing saying it is allowed or it is not allowed so plz help me to whome i can ask ?

If the practicing Muslim has a daleel to back up what he or she said then I would take it. But not on all matters. If its a sheikh then that's better Allah knows best.
my sis i dont think practising person can give fatwah , it is not his job to give fatwah one of the shabab i think it was abdullah ibn abas i dont know remember who was when they used to come to him and ask him question he used to say i dont know just to show on the matter of saying this is allowed or not is very big thing , so i dont think every one can give a fatwa only muftis can give a fatwa it is like u go to a dr and ask him about how to fix hard drive allahu alam
