I'm not sure but could it be Abu Bakr al Baqillani? I remember reading about the 'revivers of Islam' and his name coming up.
I believe that this told story is about the khaleefah Umar Bin AbdulAzeez may Allah Be pleased with him one of the umayyad caliphs no but the best of them whom the ulama considered him as the fifth of the rightly guided caliphs and not to forget mentioning that he is the grandson of the second rightly guided caliphs Umar Bin Al Khattaab may Allah Be pleased with him
