Islam gets it's validation from the spirit of Allah, that is why human beings must practice discretion at all times with taqwa of Allah in mind, that is why Maryam
was sent to Banee Israa-eel and they were unable to stone her despite the volumes of written laws commanding punishment.
This does not invalidate Islam - but fulfills it - giving priority to the will of Allah over the letter.

Both letter and spirit were distilled into the individual for a very good and necessary valid reason - and that is so that the corrupt could not abuse the letter to overcome the spirit.
The letter is a guideline to the plumbline of the spirit.
Islam means "submission to Allah and attainment of peace thereby", and if that is what is meant by your statement, then it is correct.

This is how Allah
condemns those who give spirit to laws whilst assuming the spirit of Allah
to be dead in their hearts and minds:
10Hear the word of the Lord,
you rulers of Sodom;
listen to the instruction of our God,
you people of Gomorrah!
11“The multitude of your sacrifices—
what are they to me?” says the Lord.
“I have more than enough of burnt offerings,
of rams and the fat of fattened animals;
I have no pleasure
in the blood of bulls and lambs and goats.
12When you come to appear before me,
who has asked this of you,
this trampling of my courts?
13Stop bringing meaningless offerings!
Your incense is detestable to me.
New Moons, Sabbaths and convocations—
I cannot bear your worthless assemblies.
14Your New Moon feasts and your appointed festivals
I hate with all my being.
They have become a burden to me;
I am weary of bearing them.
15When you spread out your hands in prayer,
I hide my eyes from you;
even when you offer many prayers,
I am not listening.
Your hands are full of blood!
16Wash and make yourselves clean.
Take your evil deeds out of my sight;
stop doing wrong.
17Learn to do right; seek justice.
Defend the oppressed.a
Take up the cause of the fatherless;
plead the case of the widow.
18“Come now, let us settle the matter,”
says the Lord.
“Though your sins are like scarlet,
they shall be as white as snow;
though they are red as crimson,
they shall be like wool.
19If you are willing and obedient,
you will eat the good things of the land;
20but if you resist and rebel,
you will be devoured by the sword.”
For the mouth of the Lord has spoken.
21See how the faithful city
has become a prostitute!
She once was full of justice;
righteousness used to dwell in her—
but now murderers!
22Your silver has become dross,
your choice wine is diluted with water.
23Your rulers are rebels,
partners with thieves;

and chase after gifts.

27Zion will be delivered with justice,
her penitent ones with righteousness.
28But rebels and sinners will both be broken,

29“You will be ashamed because of the sacred oaks
in which you have delighted;
you will be disgraced because of the gardens
that you have chosen.
30You will be like an oak with fading leaves,
like a garden without water.
31The mighty man will become tinder
and his work a spark;
both will burn together,
with no one to quench the fire.”

And this is how He rejects the hollow statements of hypocrites:
1. When the Hypocrites come to thee, they say, “We bear witness that thou art indeed the Messenger of Allah.”
Yea, Allah knoweth that thou art indeed His Messenger
and Allah beareth witness that the Hypocrites are indeed liars.
2. They have made their oaths a screen (for their misdeeds): thus they obstruct (men) from the Path of Allah. truly evil are their deeds.
3. That is because they believed, then they rejected Faith: So a seal was set on their hearts: therefore they understand not.
4. When thou lookest at them, their exteriors please thee; and when they speak, thou listenest to their words. They are as (worthless as hollow) pieces of timber propped up, (unable to stand on their own). They think that every cry is against them. They are the enemies; so beware of them. The curse of Allah be on them! How are they deluded (away from the Truth)!
5. And when it is said to them, “Come, the Messenger of Allah will pray for your forgiveness”, they turn aside their heads, and thou wouldst see them turning away their faces in arrogance.
6. It is equal to them whether thou pray for their forgiveness or not. Allah will not forgive them. Truly Allah guides not rebellious transgressors.
