People with reputation power can give you reputation points, For example, My rep power is 1, If I give you reputation it would add 1 to your reputation... You'll be able to do this too when you reach 50 posts and become a Full Member.
Being a Full Member just gives you access to more features, like reputation power, PM's and creating a profile page.
