I read that this is not the kufr that makes one a disbeliever, and that Ibn Abbas (r) said that?
But Islam qa fatwa no. 974 (basis tenents of faith) says that Ibn Abbas (r) said: "
Ibn ‘Abbaas said: “Whoever rejects what Allaah has revealed is a kaafir.”"

What is the opinion of the Ulema on this topic, and if this is indeed Kufr Akabar, does this mean that all those Muslim governments e.g Pakistan, Bangladesh and Syria e.t.c are all apostates?
