As-Salaam alaikum,
The Noble Prophet, Sallallahu alaihi Wasallam, said:--
"The believer is not someone who spends the night while his neighbor is hungry." (Mustadrak (5), 4.167.s)
The Ulama mention that while some duties in Islam are of defined amount, such as the 5 daily prayers, fasting the month of Ramadan, the Hajj once in a lifetime-- others are equally obligatory but of undefined amount, such as co-operating with one another in good works, feeding the hungry, helping the distressed or providing disaster relief.
Someone who can help another in dire situation by spending his money, his time, his influence, his advice or if nothing else, his prayers, must do so to help.
