The problem must be only in selected sections. It's coz you are still a limited member. You will become a full member once you get 50 posts. To know more, check this link:

its for the modem users, it reduces the page-size so reduces traffic flows thus help user to quickly load pages.
its for low bandwidth users, who uses 56k modem for internet surfing and not DSL or other LAN etc
