12. Remember thy Lord inspired the angels (with the message): "I am with you: give firmness to the Believers: I will instil terror into the hearts of the Unbelievers: smite ye above their necks and smite all their finger-tips off them."

I think this was meant that only Allah SAW can do this and not people.
Please help me understand this...
 
The fingertips part may possibly have been a just response to an illegal action by Quraish which had therefore been added to the strike analysis by Allah :swt:

Analysis and intention was often involved in strategy mapping and this can also be seen in the attempts by Quraish to create false analyses by casting false suggestions to and conjured accusations at the messenger of Allah :saws: as to his intentions before the truce of hudaybiyyah - which Allah :swt: corrected through the discussions between Abu Bakr As-Siddeeq :ra: and the Messenger of Allah :saws: .
