Are all Shaytaan's locked up in Ramadan?

I've heard different things.

1) It's the big Shayteen (big players) that are locked up and the very small players aren't

2) All Shayteen are locked up

Correct, there are different interpretations, as you have pointed out already.

The question arises, why do we still commit sins if the Shaytaan is locked?

1) Scholars explain that after consistently committing a sin it becomes intrinsic and thus the evil whisper of the devil is no longer required.

2) We also have within us lust, referred to as the nafs, if not curbed, is influential in our committing of sin, which is present in the month of ramdhaan as well.

Assalamualaikum.

Ulama in my place have different interpretation. According to them, when Ramadan come, shaytan are not automatically locked up, but our fasting that will lock up the shaytan. Actually this is the answer of people question, "If shaytan are locked up in Ramadan, why there are people who still commit sins?".
