Salams, What's the earliest 2 Rakat Farz for Fajr salat can be read? Is it as soon as the Azaan comes? Or is that the azaan for 2 rakat sunnat mookadda?

If the Fajr Azan is called out at the proper time, ie after true dawn, then you can pray the Fardh after Azan. It is better to check with your local Masjid to make sure you are praying on time.
 
u can pray sunnah at home then make ur way to masjid do fard prayer with the imam
