Does going around and recrylicing waste in my city count as a good deed

As per hadith removing a thing from a path that gives trouble to humans is a good deed and its the least part of eemaan. So as per this criteria its a good deed PROVIDED you never miss salah because of too much indulgence in it. IOW those who do not offer 5 times fard salah will not get any rewards for their good deeds is what is also know from hadith.
