Salamaleykum

can anyone please help me? I am in search of a software to edit a few images simply to add effects in specific areas and remove people. Something similar to adobe photoshop except I dont have a license for that so something free would be nice...

Even if its not free, please recommend it.. i can atleast try to get hold of the software if its highly recommended..
