Force in the sense that they’re held down while having the hijab tied around their head? No, I’d say that’s not allowed.
Force in the sense that putting laws in place that make it mandatory to wear it? If so, then yes, why shouldn’t that be allowed? I also wouldn’t consider that “force”. Either you comply with the rules, or pay the consequences. No different than any other law in any other country.
