Is it haram?

some weeks ago I saw a picture on a site,which showed a woman's picture (incomplete not face).she was appropriately dressed but acting in an undesirable way.I wanted to know if it is haram to think about it or view it because I read at a site that pronography is also something that gives sexual suggestion.

Four steps of immoral love:
1) Gaze - when we look at other gender, it can leads us to immoral feeling. This situation leads to haraam things and major sins, including mixing, touching and zina (unlawful sexual relationships), all of which stem from looking (IslamQnA)

Allaah says: “Tell the believing men to lower their gaze (from looking at forbidden things), and protect their private parts (from illegal sexual acts)”

4) Zina - there is a lot kind of zina including of eyes, of ears, of mouth, and last our genital.

Even if she's dressed well your looking at her awrah on purpose it's not just the face infact the body can be more attractive then the face
