Assalaamu alaikum,
(pensively) Personally, as I understand it, what is good and pure is halal unless otherwise specified (for example see the first few ayat of Surah 5). I have read that tobacco in the form of cigarettes was ok'd by a lot of scholars in the past, before it's ill effects were well understood. But that once it's ill effects were understood, the tide of opinions started to shift. There is still debate, I believe, but more and more feel that as tobacco (at least in smoked forms; I've not seen anything about oral tobacco, as far as I recall) is seriously harmful to the user (as well as others, in the case of smoked tobacco), that it should not be considered halal.
I came across some kinds of sweets in Pakistan called paan. Having a background in pharmacy, I looked into what they were made of. There are various different possible ingredients (one of them being tobacco, incidentally). From what I read, they are not healthy for you, a significant increase in cancer being one of the possible ill effects. Personally, upon reviewing the available information, I did not feel that these sweets were something that I should indulge in. To declare something as haraam is a weighty responsibility, and one I am not qualified to give. But I would suggest that staying away from something that is as questionable as these sweets seems like a prudent thing for a Muslim to do.
