Is this Wajib or not?

Assalamualaikum

I heard that when a person come to a problem they are meant to either ask Allah for help or do something that can maybe get them out of that situation. If a person didn’t do these things for whatever reason such as: they felt drained so they didn’t do anything about the situation or they weren’t very confident to ask for help would they be in sin?
Also, if they didn’t do these things would whatever problem they were in be deserved or a punishment because they didn’t do these things?
Here’s an example to make things clearer: A person is very depressed and they either forget to ask Allah for help or they don’t put much effort into asking him for help and since they feel depressed, it can be quite difficult to ask for help as you feel unmotivated to things and desire solitude because you feel bad although if you tried hard enough you could get help it’s just that the mindset you are in you don’t want to ask. Would this person be in sin because they didn’t ask Allah for help or seek help outside of that and is their situation deserved/punishment because some of their misfortune is in part a result of their actions.

Side note: I ask why this may be a punishment because I heard that say if a person was intentionally speeding and got a ticket it would count as a punishment because it was their actions. Also, would this apply in other situations such as: a person is pursuing a career and their parents allow them to pursue it but they don’t believe it would be a good one and the person knows that he would be berated/insulted by his parents at if he failed at his career. Let’s say he does and his parents do berate him, would he deserve it because he knows that’s what his parents would do?
