As far as i know
If you fear for the safety of your life, property or honour on the way to Jumah prayer, it is not compulsory to attend.
According to the Hanafi madhhab if you afraid of being arrested and imprisoned unjustly, it is also not compulsory.
The same applies according to the Shafii and Maliki madhhab if you afraid of unjust opression or attack of a tyrant, but if it is done justly, then it is not an excuse.
(for example you are a legitimely wanted criminal and you afraid of being caught by the authorities, that is a bad excuse, it is still a sin to skip the Friday prayer in that case)
Now only you know your situation, where are you and what does being scared of "government spy" mean, what if a spy sees you there, what would be the possible consequence of it... Would you be the subject of persecution because of it? If you really have reason to believe that you would suffer unjust arrest or oppression because you attend the Friday prayer, then you don't have to, as long as that threat exist for you.
