LAW related question

Suppose if any one uses google earth as a tool for commencing an attack ?
then what laws are applied to that person ?

firstly using a tool unethically and illegally is wrong ?

2nd a tool which invades privacy and aids bad people is wrong ?

so which law these crimes will be categorized ?

PS: When replying please state like this Under UK Police and Justice Act 2006. or Computer crimes Act these actions are illegal like

Obviously I would assume it'd be categorised under Cyber laws but I have yet to study that so I'm not quite sure..
Why du you need to know if you don't mind me asking? Wouldn't you know if your studying them..?
