hi i read that it is haraam for the lower garment of a man can't go lower then his ankles is this true? or does it only apply to when one is about to pray?

I have read hadist about lower garment (lower than his ankles) is haraam is a weaks hadist (not saheeh).
I am living in a Muslim country, and I see many people wear a lower garment even for Shalaath.

As far as I know, it is only a sunnah. The Prophet (saw) practised it but never told the others to do so. So it's not mandatory.
