Lower the gaze???

Assalamu alaykum.
I always hear hadiths on the importance of lowering the gaze. It is crucial for men. Every time you look is a sin except for the first accidental look.
What about women? Im pretty sure the ayat says that women should lower their gaze, but no one talks about it. I heard a scholar say that women do not have to if they do not feel lust. Is this true?
So if it is, what if she has to talk to a male?

Lowering the gaze should be done anytime anyone fears that they will look at opposite gender with lust, so the same will apply to women looking at men. Usually it is men who are more lust crazy then women, so it applies to men more then women

so If there is no fear of lust involved then it's OK for women to look at men speakers
