Marriage and not praying and not fasting?

Does it mean that a woman who claims to be Muslim but does not pray or fast that she cannot marry a Muslim man?...

I think the ruling is they're a sinner, but still Muslim. So technically you can marry, but why would you marry someone like that if you care about your religion? You should look for someone pious who offers all their Fard obligations at a minimum.
