What is the islamic ruling on mental disorders
Are they judged the way a normal person is judged
To what extent

People who are mentally sick are exempted from acts of Ibadah (Worship). Now, who is mentally sick and who is not, that doctor can tell you. If the doctor declares someone mentally sick, then he won't need to pray or fast or anything because he cannot understand anything around him. Other than that, anyone else, is not exempted from any acts of Worship. Hope this helps.

Nowadays, there's a disorder for everything but these don't mean you are excused from ibadah like some people may have anxiety or depression but the truth is that it's just a test..

You should try asking a sheikh regarding your specific condition
