Missing 3 Jumaah prayers

Salaam.
I came across this Hadith.
Whoever misses the Juma three times on account of negligence, then Allah will put a seal on his heart. (Tirmizi, Abu Dawood)

Does the seal ever get lifted? Does he have to live with this for the rest of his life?
 
wa'alaikum as'salaam,

While you breathe, there is hope. One can repent and try to better themselves in hopes that Allah forgives them and rectify their situation.
 
What if I don't attend jumaah because scared communist regime crackdown on Islamists..?
