Propagation And Construction of Other Places of Worship

My question is that why is it disallowed for a non Muslim to enter Makkah and places of worship and propagating other faiths is disallowed in Islam even though Islam is the most tolerant religion

What reason would someone, who has no interest in Islam, want to visit the place that's most holy to us?

Don't forget that other religions/groups were the ones that chose to live with Muslims during times of persecution so yes, Islam is tolerant. Our places of worship should never be used as tourist destinations.
