Question about Surat Al Ahzaab

When the Surah is addressed to the wives of the Prophet. (Specifically where it states for them not to speak softly and stay inside) was it directed specifically to them or all the believing women. Were there different views on this matter by different commentators on the Quran as well as scholars?

The ruling is primarily for the Prophet's wives, then for all people to consider, whose families who are at risk of becoming targets of those in whose hearts is a disease and envy and hatred - especially for families of leaders who are enemies of shaytuaan.

When you say “for all people to consider” do you mean to obey to? Also I’ve heard that the part about staying at home was not meant literally and Aisha (RA) was a political figure so she spent time out of the house.
 
It is logically sound that the Prophet's wives are to remain extra cautious, when a person looks at the wisdom behind instruction of the wives of the Prophet to not go out and about due to their not being like other women, he/she realises that their were deeper implications, their were also cursed criminal groups of hypocrites and other cursed enemies of Allah :swt: who were serving shaytuaan and seeking scandal - and also the means to manipulate, therefore the need to maintain additional caution.

The reason why it also applies to leaders (ul al amr min kum) is also clear when a person researches the way the intelligence apparatus of some cursed criminal nations have harassed families of diplomats and sought to infiltrate, influence, and spy.

People were to come to learn from 'Aa-ishah :ra: in a hijaab setting with taqwa, and 'Ali :ra: is reported to have sent her home with security and respect (as instructed by the messenger of Allah :saws: before his return to Allah :swt: ) when she took a stance on the side of Mu'aawiyah the sufyaani (who's aggressor group killed 'Ammaar) and came out to the battlefield.
