Question on istinja and istinjar?

Assalomu Alaykum Warahmatullahi Wabarakatuh,

I have a few questions regarding istinjar and istinja:
1) what are they? I know the basic definition but not in-depth
2) is it possible to do istinjar ( using materials) before whudu even though there is water to make istinja?
