Well, if either you or someone you know in this scenario, I'd suggest patience and compassion as you yourself said that the husband has no other viable means of supporting the family. I'd also suggest for the wife to make duas (supplications [to God]) for her husband to be soon blessed with either a promotion or job that would not require so much of his time and enable him to equitably spend time also with his wife and children.

What makes the husband cannot bring his family to live with him?. Does he work on ship that makes him cannot stay in one place?.

What about the wife thinking of ways to support her husband, by easing the burden and helping to improve the situation? Is she able to work from home and does she have any skills? Are the kids old enough to work part time, so they can contribute financially? If that's all possible, then it will be easier for the father to leave this job and perhaps work closer to home. May Allah :swt1: grant them ease.
Do dua for a better job. If wife can also support her family financially, will ease the burden on husband as well. Patience is needed and the wife should try to keep her husband away from any tension at home. So No complaint, no quarrel when he comes back home.
