Registration on a forum (Ummah)

I'm not sure if this is the right place to ask, but does someone know why can't I register in Ummah forum. When I press 'register' the following text shows up:

vBulletin Message
Sorry, registration has been disabled by the administrator.

Does this mean the number of members is full or something?
