its a bit offtopic but today i heard dawud adib say that rasullulah saws said that the women who put on perfume and make then go out and about are prostitutes and adulterers and the men who look at them and smell them are prostitutes and adulterers, is this true :?

It is reported that the Prophet (peace and blessings be upon him) said, “If a woman wears a perfume and then passes by people who smelled her perfume, she is then considered an adulteress. And every eye is liable to commit adultery.” This hadith was reported by An-Nasa’i, Ibn Khuzaymah, and Ibn Hibban in their compilations of authentic hadiths. It was also reported by Al-Hakim who regarded it as authentic.

The same hadith was reported by Abu Dawud and At-Tirmidhi with the following wording: “Every eye is liable to commit adultery; and the woman who wears perfume and then passes by a gathering is such and such.” (i.e., she is an adulteress). At-Tirmidhi regarded the same hadith as an authentic hadith.

shall v use perfume with alcohol content in it?
Drinking alcohol for the sake of intoxication is haram. Nothing is mentioned about the use of alcohol as medicine or diluent/solvent. Most of the vegetable oils we eat these days are extracted by solvent extraction process which is done by immersing the seeds into alcohol and then evaporating the alcohol from the oil. However some traces of alcohol are left in the extracted oil but that don't antoxicate us.
