There is only 3 Tawheed / categories of Tawheed.

Tawheed Hakimiyah falls under Tawheed Uloohiya. And it's an innovation to add Tawheed Hakimiyah, all the Salaf have believed and proved that there are only 3:
1) Tawheed Al Rububiya (oneness of Allah).
2) Tawheed Al Uloohiya (oneness of worshiping Him).
3) Tawheed Al Asma Wa Sifat (Allah's names and attributes).

That's all.

For more information, you can read Sharh Al Aqeedah Al Tahaweeya by Imam Tahawi, which is the most authentic book of Aqeedah in the Muslim world.
