Does one have to use the interpretation of the Sunnah to understand the Quran?

First of all you need to understand what the Sunnah is - it is the 'path' of the Prophet pbuh, the sum of all his teachings. Yes, we are to follow Islam as it was revealed by God in the Qur'an and explained and implemented by the Prophet Muhammad pbuh. For more information, please refer to the following:

Who interpreted the Sunnah? Is it open for reinterpretation?

We follow the sunnah, the Prophet's teachings, as they were understood by the companions of the Prophet pbuh, because their understanding was endorsed by the Prophet pbuh himself.

As for the issue of interpretation, then this only applies in minor issues relating to the application of Islamic laws and teachings to different and new circumstances. The fundamentals are all agreed upon.
