That is a nice quote, but it doesn't address the reality of the situation. The most important job of any government is to protect the lives of its people.
 
Breaking News;

Eleven people have been charged in connection with an alleged plot to blow up several transatlantic airliners. Eight have been charged with conspiracy to murder and preparing acts of terrorism. Two have been charged with failing to disclose information and a 17-year-old with possessing articles useful to a person preparing acts of terrorism. One woman has been freed without charge and eleven people remained in custody, the Crown Prosecution Service said.

The Met's Deputy Assistant Commissioner Peter Clarke revealed that bomb making equipment, including chemicals and electrical components had been found during the investigation into the alleged plot.
