Can it be done on used clothes? i read somewhere it can, and if someone who is capable of doing such things has acquired clothing from of someone, how can that person be protected from it???? imsad apart from reading ayahtul qursi & 4 qul?? will that protect them and is the majic still capable of havig effect on them?

yes these verses will protect the person if you believe with a pure heart and also sis/bro before putting on any clothes say bismillah and also when you take off any clothes
