what does it mean to say that the discharge before urinating doesnt break fast unless you feel pleasure

i was desperate for the toilet but didnt go until my break as i was at work -

when i went i saw clear discharge before urinating - what does this mean

i dont understand the above - does it mean if you hold the urine for long you might feel pleasure
