Will a pilgrim be sent back to his home country if not in ihram state ?

Will a male pilgrim be sent back to his home country if he does not arrive at airport on ihram dress ?
What if the person decides to check in to the hotel in Makkah and then wear ihram , and proceed to haram ?

Is there any religious ruling which forbids a pilgrim on umrah visa from foreign country from arriving in country in normal clothes ?

No, they won't be deported back by the authorities, but if someone does that then he has violated the limits of Meeqat and he will have to give a damm, ie slaughter a goat or a sheep and distribute its meat to the poor people living inside Makkah Al-Mukarramah.

It is a must for a pilgrim to wear Ihram and intend for 'Umrah or Hajj at Meeqat or before reaching Meeqat. Anyone who travels to Makkah from outside the Meeqat area must wear Ihram and perform 'Umrah or Hajj.
