normally an intro, body and conclusion helps. you can perhaps focus on how he handled the depression and/or how he tried to stay neutral and provide non-military support in WWII till he was drawn into it and had to go to war.
Either way, basically give the teacher what he/she wants to see. It really doesn't matter what you think of the guy, it's more important to see what your teacher looks for and focus on that.
although I was quite young when he was president I can still remember him quite well. If you like I can give you some insight as to how the people of the time saw him. some things the public did not like but seldom spoke out loud and some things he did that touched all of us closely.

what is Funny is TR was president when my Mother was born and FDR was when I was born.
Getting back to TR for some background info of his politcal life, look into the bull Moose Party. He was quite a political radical in his young days. Here are some interesting links about TR in the bull Moose Era.
