Quran stresses to give charity to those devouts whose devotion and service to Islam has kept them away from striving for this material world and also to those who are in need buy shy to ask. those who give to these will get double rewards Inshaa Allah.
Just a Muslim with Glorious Quran and (hadith) sunnah as my guide as in verse 41:33 '' And who is better in speech than one who invites to Allah and does righteousness and says, "Indeed, I am of the Muslims."
