I think it means, do not wait for leaders (political, religious, whatever) to tell you what to do.
Take action yourself, take initiative and do the right thing.

Well here in paki land ppl keep giving workshops on leadership n all telling u to become leaders so someone made this telling ppl not towait for leaders of u want to so something do it yourself.

Plus if everyone's gng to b a leader then who's gng to b the follower
