Is it mentioned in any verse of the Quran or authentic sayings of Prophet Muhammad (Peace be Upon him) that Masturbation is haram in all circumstances

What about a situation of a fertility check - whether a potential father-in-law wants to check whether the potential son-in-law does not suffer from low sperm count, motility,impotence and is able to father children ?

How are you supposed to provide a sperm sample to the lab without masturbating if you arent married ?

Masturbation is a form of zina so it is always haram. It's only allowed if there is a greater haram, such as one who cannot control himself from having unlawful intercourse. He will still be committing haram but it is better than committing the actual act of zina.

Honestly, it's not the father-in-law's business to do something like that and the potential son-in-law has no obligation to go along with it. Pregnancy happens by Allah's power. People who have no issues can still have problems conceiving. So it's ridiculous that something like that would be asked before the marriage even happens.

Of course ,Everything happens by Allah's power . So that does mean a man not supposed to go to doctor for treatment and consultation , because it is Allah who ultimately heals people
So does that mean that even if a couple has problems conceiving , then it is haraam for men to undergo a sperm analysis to test if there are issue and to seek treatment for the same . The semen has to be provided at the lab and the only way to provide it is by a masturbation. because the lab staff will now allow couple to engage in conjugal activity together at the lab toilet or room .

Again ,where is the evidence from Quran and Sunnah, that masturbation for the purpose of sperm analysis is haraam ? are there explicit verses about it ? You may not be able to convince people that is haram in all circumstances unless you have solid proof.

You are changing your story. You said the man is not married. So how would he know that he has a problem conceiving if he is not married??

i dont know, if it's for a medical test and in order to see whether the guy needs medicine, which if not treated may cause harm then who knows; you should ask a scholar

i do know that in Hanbali Madhab if not masturbating causes more harm to the body than engaging in it, than it's allowed:

Regarding the position of the Hanbali madhhab regarding masturbation, Kashshaf Al-Qina` (6:125) indicates that whoever masturbates out of fear of committing fornication or fear for their body has done nothing wrong and is not punished if (and only if) he is unable to marry--even a slave girl--and if he was able to marry it is unlawful and he is entitled to punishment. This applies to men and women equally. The reason given is out of necessity (durara), which was mentioned above.

check the Hanbali position on masturbation on link http://fiqhanswers.com/what-is-the-ruling-on-masturbation/ ; it says there is no blame even more so [than out of fear of zina] if it is out of fear of [harm to the] body and it says this is only if a person is not allowed to marry

in days those fatwas were given the concept of 'fertility checks' did not exist so contemporary rulings may include it so worth checking

Forget father-in-law- mother , what if the son's own parents ask the son to get a sperm analysis done to check if the test score meets the minimum WHO standards that have been set (eg 70% motility, 20 Millions sperms, 80 % proper shaped sperms) so that he does not end up ruining his potential partners life and cause divorce.

Since Obedience to Parents comes first , should the son obey and go along with it. And if the score does not meet the WHO standards , do they have a right to close the door to marriage and ensure that the son remains a bachelor all my life , even though it is Allah who has the will and power to make pregancy happen by causing only one of those millions of sperms to join with the egg.
