Don't think it's haram but what happens in it and how it's done makes a big difference. To the arabs, nikkah is engagement so the couple can go out alone and be alone all they want. To the desi, engagement is like the western engagement, meaning you are spoken for but no nikkah to make him your mahram. He is no different than another man on the street, you still have to observe full hijab, including not being alone with him or unsupervised talking.
