In Indonesia, term "Alay" is refer to urban teen boys and girls from lower middle class with cheesy lifestyle and behavior.
Typical of Alay is: Follow newest fashion although not always suitable with them. Love to hear Malay pop music through their Chinese made MP3. Often gather in mall or shopping centre but don't buy anything (they don't have money). Like to flirt the girls (or flirt the boys for Alay girls). Have cheesy behavior that reflect their lack of education. Create a number of new terms which indeed, cheesy.
But actually the most prominent sign of Alay is their writing style. Like this:
Yes, the writing style like shown in original post is not something new in Indonesia, but has been known as "Alay language".
So, if you do written communication with Indonesian people, it's better you avoid writing style like that, or you will be marked as Alay.
If "Alay phenomenon" happen among lower middle class youth in Indonesia, there is another phenomenon that happen among upper middle class, choosing car number plates that can be read as words which have meaning in Indonesian or English language.
Actually Alay people got idea of their writing style from car number plates.
This looks a little similar like writing of "arabish". I don´t know it much, just something like 7arb = harb. But maybe its roots are somewhere else...

No, it's different. "7"and "3" in Arabish are used to show how to pronounce. In example, "saida" is pronounced differently than "sa3ida".
While figurative writing in English is just a creativity which started when people realized that numbers are look like letter and can be read as word. In example "816 8055" look like and can be read as "BIG BOSS". It's just for fun and has nothing to do with pronounciation.

Firstly you do not understand the bible. The bible is not a book, it is a library. The library is made up of many books all brought together in one binding.
Secondly, you are confusing laws with punishment.
In both Islam and Christianity, it is against the law:
to murder
to commit adultery
to have sex outside of marriage
to blaspheme
In Islam the punishment for some things is stoning, beheading etc etc. This is the basis for the accusation: “accuse Islam of being a cruel religion that imposes cruel crime penaltiesâ€
In Christanity the punishment of for these things is not found In the Old Testament. The Old Testament is the story of what happened before Christ. The New Testament has the teachings of Christ. You quoted punishments from the Old Testament. They are irrelevant to Christians.
In the New Testament, in John 8:1 - 8:11 we read:
A woman was accused of adultery. Under the Jewish law she should be stoned. People gathered and picked up stones.
Jesus said to the crowd: “Those without sin cast the first stoneâ€.
After they left Jesus said to the woman: “Go and sin no more†(Jesus knew she really was a sinner!).
So the Islamic punishment is stoning but the Christian teaching is: Justice must be tempered with mercy.
Except for the fact that:
1) stoning is a maximum punishment, not the only one.
2) we aren't to enjoy handing out such punishments. Much like Prophet Jesus' teachings above, we take the example of the Prophet Muhammad (saw) where a sinner admitted to adultery, but the Prophet told him to go away as he did not wish to administer the punishment, The teaching of justice being tempered with mercy is true in Islam just as it is in Christianity.
3) Accusation is one thing, but the punishment is for one who has been found guilty beyond all reasonable doubt in a court of law, with sufficient evidence.
Regarding cruel crime penalties. I would argue forever and a day, those punishments are indeed truly just for the most heinous and cruelest of criminals. For example, would you honestly give a serial rapist the same punishment as a common thief? I should hope that you are of a certain intelligence and do obtain a moral compass, to realize the difference in severity between the two crimes. As such, it would only be just to meet them both with appropriate punishments - not the same. One crime is clearly more severe and must be met with equally severe punishment.

blood money clause is very similar to the Germanic heathen one or "The Old Way". I remember reading of it in the Icelandic Sagas of Eric the Red. I suppose murders can grow into feuds and on to wars. Sometimes mercy and forgiveness can be seen as weak but the wise know better. And Allah is the most merciful.
