Every country has a specific way of taxing their citizens.
In an Islaamic state Muslims contribute by paying zakaat and non Muslims contribute by paying jizya.
As far as your father is concerned try and explain to him diplomatically. Should he refuse to accept, avoid the topic and make duaa for him. Under no circumstances should you rebuke or address your dad in an unbecoming tone.
