Ibn Hajar al-'asqalaani said in Fath al-Baari Volume 10 Page 195
وقد أجمع العلماء على جواز الرقى عند اجتماع ثلاثة شروط أن يكون بكلام الله تعالى أو بأسمائه وصفاته وباللسان العربي أو بما يعرف معناه من غيره وأن يعتقد أن الرقية لا تؤثر بذاتها بل بذات الله تعالى
The scholars have agreed upon the permissibility of al-Ruqaa when three conditions are met:
1. That it be by means of the Kalaam of Allaah or His Names and His Sifaat and in the Arabic Language or
2. Be by means of that the meaning of which is understood from other things
3. That one believe that the al-Ruqya does not have any affect by itself but it affects by the Dhaat of Allaah, the Exalted
