There isn´t one "right" way for spelling (or transliteration) for the Arabic words. Translators and teachers have created few transliteration systems (like using capital letters or dots under the letters). Omar might be more popular way, Umar is more phonetically correct (or ´Umar), Oumar looks like near of French spelling. Use what feels the best for you.

I don't think English people would know how to pronounce Oumar.

The problem with Omar might be that, even if it's the most popular spelling in the U.S., that's maybe because many non-Muslims also use this name in reference to Omar Bradley and Omar Khayyam...
