I want a bit of elaboration on this Hadith: “Whosoever of you sees an evil, let him change it with his hand; and if he is not able to do so, then [let him change it] with his tongue; and if he is not able to do so, then with his heart — and that is the weakest of faith.”
Is this seen as compulsory act because it says the person who hates it in their heart is of the weakest of faith. If a person had no other option, then how would they be of the weakest of faith (this isn't meant as a disrespect, only a question). The way it would make sense (to me) is if changing an evil was reccomended and if you didn't change it you would be of weak faith. If anyone can explain this, I would greatly appreciate it.

It is a duty upon people to obey and serve Allah - and that includes governance.
When laws are not implemented in submission and obedience of Allah The Most Wise and Just - corruption overtakes a people and they become weak and passive, such a society continues to deteriorate until it either falls apart - or is justly removed by Allah out of grace towards the people who will establish justice in Allah 's sight.
If however an individual or a pocket of individuals hate the haraam deeds with their heart, and are in a situation where it is most wise to stay silent and admit their weakness before Allah and absolve themselves of the crimes of the corrupt whilst at the same time doing their best to speak the just truth and nurture faith amongst those under their authority - they might stand a chance of receiving assistance from Allah or at least forgiveness for not having done more - yet we see in the Makkah stage that the Prophet and those who began to follow him slowly began to speak out despite the harassment and abuse from the corrupt rejecters of Allah - and the resulting persecution increased their resolve to set up a community where the guidance and commands of Allah were implemented.
In the case of Musa they weren't able to escape and were also in a weak position - therefore Musa prayed to Allah for direct assistance and made hijrah, and the corrupt Godless Pharaoh and his gang were hemmed in and destroyed by their own unjust plots.
So it's really a case of physically putting things right in obedience and submission to Allah the most just, speaking out in order to attempt to get the criminals to reconsider and amend their evil conduct - or to seek assistance of others who may be able to collectively assist in amending the situation - or at least to inform people of one's vote on how things should be (since humans do listen and think, and are social creatures who follow those whom they believe to be the better guided from amongst them if they get a chance, or if they're less intelligent - simply follow the most popular opinion in their interactive circle - therefore voices count), and if a person is in such a weak situation that even speaking the just truth gets him in trouble which he feels that he can't bear - then the weakest position in faith is to admonish one's own free mind and keep things sorted correctly in there.
Martyrs (witnesses) are taken from every one of those situations if corruption (which is a result of Godlessness) is widespread - with the first category usually being the highest ranking amongst martyrs.
So ask yourself - who will be the biggest martyrs - those who strove the most to establish Allah 's guidance despite the adversity - or those who strove the least despite the ease?
Wisdom is required when taking the decision of whether to act physically or to speak - but simply hating that which displeases Allah is definitely a sign of weakness in faith - since speaking can usually be done at least amongst closer circles in order to keep the momentum up.
